Let's look at the exact layout. The lower Dock has three vertical lanes. The middle lane holds a Light Orange Box, Light Green Box, White Box, and Olive Green Box. Every single one sits behind a Crate Lock. You cannot touch them. They are completely out of play.

The keys to these locks are scattered on the outer lanes. Left column: the Orange Box holds the Red Key. The Purple Box holds the Green Key. Right column: the Grey Box holds the Blue Key. The Red Box holds the Yellow Key.
